Important issue-driven COGS BOARD MEMBER MEETINGS WITH OTHERS --2007 to the present date 2010-2011 So many meetings! The past year has been slammed with the Incentive Infill District impact on residents AND small businesses. Additionally multiple Character Area meetings, specialty topic forums, visioning sessions, more task force working groups,and those important behind-the-scenes meetings with Planning Commissioners and City Council members to educate them on what the public is thinking and actions requested. COGS has been EVERYWHERE and met with key decision makers. August 8/6 Conference with city council member on proposed Riverwalk and Noise Ordinance 8/9 Attended Riverwalk Open House #2. Talked with Councilman Ecton, Planning Commission Chairperson 8/10 conference with a Planning Commissioner 8/11 9am Provided questions for city council candidate forum 5pm Spoke at Planning Commission hearing 8/12 Attended city's Housing Board meeting 8/13 Attended Fair Housing Law Update in Tempe. July. 7/8 COGS spoke to City Council on behalf of property owners who have complained that they have not received public notice about recent proposed projects and the new Infill Incentive District. Additionally, COGS responded to the staff report to Council on the McDowell Corridor Task Force report. Corrections were suggested and public input opposing an event center project on city land at 74th St/McDowell Rd was shared with Council.7/13 9 am COGS,Old Town Merchants' Assoc, & Historic Society reps conferenced with the new Iruna Cafe (in Old Town) architect regarding the non-southwestern exterior changes. 10:30am Copnferenced with Brian Kearney-COO of Gray Development--regarding their proposed Riverwalk project. 6-8pm COGS representatives attended the evening presentation of the Desert Discovery Center. 7/15 Met with a Commissioner and developer representative 7/19 Attended Riverwalk project open house #1. 7/27 Met with Rick Romley, Maricopa Attorney General, in his office with other invited Neighborhood Leaders' regarding enforcement issues.7/28 Summit Meeting of 18 Community Leaders hosted by COGS. City issues on Noise Ordinances, Public Notification of new projects and districts, Boards and Commission changes, specific neighborhood problems, changes to single-family residential R1-7 ordinances, and the proposed Riverwalk apartment complex were discussed. 7/29 Spoke at Development Review Board hearing regarding Riverwalk project concerns. June. Private conferences were held with two developers in the pre-application stage. Three City Council candidates were interviewed. The Planning Commission hearings and City Council meetings were attended and critiqued for issues. March-June. COGS members attended, participated or spoke at multiple City Council appointed task forces. The McDowell Corridor TF selected Sonnie Kirtley and Jay Petunas to do the final editing on their Council report scheduled for July.
2010 Jan-Feb. Conferences were held with representatives from the police department, code enforcement, impacted homeowners, bar and nightclub owners using outdoor sound systems, and the planning department. Ordinance draft options will be presented to the City Council for discussion prior to their summer break. 1/30 COGS members Tom Mason and Sonnie Kirtley served on the subcommittee for the McDowell Corridor to format the interim report for the City Council January meeting. Their report will be delivered to the whole Task Force at the December 10th meeting for discussion and final approval. (That final report was accepted and approved at the City Council meeting in Feb.) 11/19 COGS members Tom Mason and Sonnie Kirtley were guest speakers at the Community Council of Scottsdale public meeting As representative members of the McDowell Corridor/Southern Scottsdale Economic Development Task Force, Tom and Sonnie (and Mike Fernandez, owner of Pottery Paradise in Downtown) updated CCS members on the task force experiences since the first October 09 meeting. Audience questions were specifically answered and information was provided on the current presentations by developers, promoters and public speakers. Additional recommendations for the area were heard. 10/30 Conference Invitation for Chairwoman Kirtley to meet with Councilman Tony Nelssen, David Richert, Don Hadder and three promoters of a plan for the McDowell Corridor General Manager. Richert, of the city's Planning and Zoning Dept appeared to be shepherding this particular promoter of a project for the McDowell Corridor area. They will be guest speakers at the November 5th McDowell Corridor Task Force meeting but are hesitant to openly describe their project at that time for fear that "someone might steal their idea". This is strange because the agenda is specifically for the Task Force members to hear and assess ideas/projects from four different presenters. ...stay tuned. 9/29 R & R Restaurant proposal for 2nd St/Scottsdale Rd : A meeting was held with the Chairperson for the Old Town Merchants' Association. The designs and renderings for the proposed restaurant on the northeast corner of 2nd St and Scottsdale Rd were reviewed. (This currently is the Smoothie King building) The Old Town merchants are concerned that the proposed design is not sufficiently the "western" materials or elevation required to fit into the district. A meeting will be held with the project attorney next week. The case number is 98-DR2009. The Design Review Commissioners studied the proposed design on October 1st and will have the project on the regular agenda at the next meeting for a vote. 8/25 Police Accreditation Evaluation Commissioners: The COGS chairwoman spoke before the Law Enforcement Accreditation Commissioners on behalf of the city's Police Department. Specific strengths were noted in a written COGS position paper that accompanied the oral presentation. The department will undergo rigorous 5 days of evaluation with highest rating hopes. Scottsdale Healthcare Proposed Hospital Expansions 8/4 conference: COGS organized a "summit meeting" of other advocacy chairpersons/presidents to meet with the Scottsdale Healthcare development team (architects, designers, attorney John Berry and public outreach consultant, Susan Bitter-Smith). Representatives of Scottsdale Community Council, LINKS, Scottsdale O.N.E., Scottsdale Coalition, TOPS, Old Town Merchants Association, Scottsdale Area Realtors, Channel 11, WHY Scottsdale and two COGS Board members attended. Plans to request rezoning the two hospital campuses with a Medical Overlay single zoning ordinance will occur this fall. Five to ten year plans are for 125 ft and 75 ft buildings within the complex at Osborn and changes to interior streets. Attend the Sept 10th COGS meetings for complete details. Summer conferences, City Council meetings and commission hearings COGS position papers were presented to the City Council regarding the Carriage Hills/La Posada subdivision (non-native/invasive plants & trees noncompliance with the Environmentally Sensitive Land Ordinance that governs their properties), support for terminating City Attorney Debra Robberson, support for national accreditation of the city's police department, and support for continued employment of City Clerk Carolyn Jagger. We have been involved in the Mohave Middle School campaign to re-install student/traffic safety features to 86th Street (center yellow line stripe, bike lanes, No Parking curbside, and developing an in-the-parking-lot student pickup for family cars.) Additionally, we have met with city officials and staff on a regular basis. Downtown Task Force Chairman & COGS meeting 7/6: The newly appointed chairman for the Downtown Task Force, John Packham, met with two members of the COGS Board of Directors. As members of the 2000 Task Force, documents and procedural information was shared as background for Mr. Packham. Noise Abatement Group meeting 6/30: Hoteliers, bar owners, impacted residents, 2 from Code Enforcement, the downtown police commander and two COGS Board of Director members met to hear the "self-regulation plan" from the entertainment district owners' representatives. In two days the City Council will decide to establish a specific Noise Ordinance with specific enforcement rules or to accept the "self-regulation policy". [Update: There will be a Noise Ordinance and the entertainment district owners are encouraged to "self-regulate" so they will not force enactment of the ordinance enforcement policies.] Salt River Project Facilities Special Hearing 6/25: The Solis hotel project at Camelback/Scottsdale Rd/75th St. has coordinated with the City of Scottsdale and SRP to relocate the existing electrical substation to the NE corner of 68th Street and Indian School Road. This hearing had speakers presenting the pro and con of the relocation. Pat Lamer represented the Arcadia East, Whitmore and Villa de Este subdivision as opposition. Pat admitted that "the fix is already in and you will approve this" and he encouraged the SRP Facilities Board to require the new substation to use the more compact, newest equipment. Mr. Wood, District 7 Board representative, supported Mr. Lamer. Mr. Hayslip of SRP continued to support the larger, current equipment because of existing spare parts and trained technicans. The Facilities Board will render its opinion on Junje 30th 2009. Papago Regional Park Planning (May and June): Multiple public meetings were conducted in workshops to elicit public visions for the future of the Papago Regional Park complex. It includes the zoo, botanical gardens, Papago Golf Course, Tempe baseball stadium and hiking and climbing trails. Although Scottdale has the most contact- boundary to the PRP, it does not own ANY of the property. Phoenix and Tempe are the owners of the combined parcels. Scottsdale citizens offered ideas for improving the link to McDowell Rd with the intent to revitalize where car dealerships have left. Many COGS members attended and contributed to every workshop. Southern Scottsdale Economic Summit hosted by Mayor Lane 4/18: Go to your 4/18 COGS E-Newsletter for full details on the recommendations from this conference. Here are a couple--(1) Re-name the area and drop using "South Scottsdale" (2) Develop a destination "theme" for the area such as a National Athletic Training Center or community/village housing areas (3) Encourage a variety of housing-lofts, rental apartments, affordable housing mixed with higher-end dwellings (4) Encourage current land owners to work together for a stronger economic plan and area design (5) Change current city policies and zoning to be more flexible and have incentives to encourage re-investment (6) link public transit with other cities, recreational areas and business locations. Sustainability Town Hall # 3 with Congressman Harry Mitchell 4/9: Approx 200 invited guests at SkySong heard speakers from the Corporation Commission, Phoenix Area Economic Council, Economics Professor/ASU, and a business owner of a solar product company. The goal is to position Arizona as #1 in solar technology, trained technicans, and to direct available stimulus funds to jump start the solar base in AZ. Discussion of solar generation to meet AZ future electrical needs was optimistically touted. Public Safety Panel 4/1: City representatives from Code Enforcement, Police Dept., City Council, Advanced Planning, two intown residents and COGS members with downtown noise concerns, Villa Monterey I-9 and the COGS Chairperson met to discuss Downtown issues. Recommendations centered on pro-active police involvement, proposed stiff business fines, etc. Nightclubs, special event generators of problems in traffic, parking, and unacceptable noise levels into residential homes were encouraged to meet with area HOAs and residents to "negotiate" procedures for complaints and compliance. Planning Commission meeting 3/25: COGS position papers were provided to commission members on the proposed Palmeraie project (Indian Bend Rd/Scottsdale Rd) and the PUD proposed new mixed-use district. COGS Chairperson spoke on both issues presenting policy concerns and cited specific text changes that support citizen and small business recommendations. The Coalition of Pinnacle Peak provided a position letter on the proposed Capella (Pinnacle Peak Steakhouse area) project and Desert Highland and Estancia homeowner concerns on building heights and project density. Citizens' Forum of the Town of Paradise Valley meeting 3/18: COGS Chairperson was invited to attend the Town of PV Citizens' Forum with speaker Lou Werner, Town of PV Planning Commissioner. Mr. Werner reviewed the approved Ritz-Carlton project and introduced what information he had on the adjacent Palmeraie project. This project over the Scottsdale boundary raised many concerns by the Town of PV residents, planning commissioners and reportedly some of their city council members. They express displeasure of not being informed of the high rise and increased density site planned on the Scottsdale side prior to their vote for the Ritz-Carlton. Additionally, they questioned the legality of the City of Scottsdale interpreting that land already committed to the Ritz-Carlton use/density requirements and not even in Scottsdale, could be used to satisfy a Scottsdale PRC district 25 acre requirement for the 17.66 acre Palmeraie parcel. [...Same owner and developer and different cities with different zoning requirements.] The Citizens' Forum members asked drainage, traffic, density,height, and use questions but more pointedly about the procedures and processes used in the City of Scottsdale planning and zoning department. PUD conference with activist group leaders 3/17: Leaders from Community Council of Scottsdale, TOPS, Scottsdale Coalition, and LINKS/O.N.E.Scottsdale were invited to join two members of our COGS Board of Directors to evaluate and recommend changes to the Planned Unit Development draft. The PUD is schedule to return to the Planning Commission on 3/25 5PM (Channel 11). Check February and March COGS E-Newsletters for details on the proposed new PUD district--the WHY, WHERE, TERMS, etc. COGS will present a Position Paper before the Planning Commission hearing. Study Session-Town of Paradise Valley City Council 4pm on 2/12: Chairperson, Sonnie Kirtley, attended the Town of PV study session to hear the discussion on the Ritz-Carlton complex final plat scheduled for the formal agenda 2/12. The Palmeraie project is jointly planned with the Ritz project. When the earlier "3 issues" of the PV Council were reported by PV City Manager, Jim Bacon, he stated (1) density was approved by the staff (2) the traffic issue ---"is Scottsdale's problem" (3) the drainage problem--"is Scottsdale's problem". The council made no comments and within 5 minutes of total deliberation, they moved on to the Casa Blanca guard station being moved. That night they approved the Ritz-Carlton final plat by a 5-2 vote. Conference with city General Manager, David Richert, and COGS Board of Directors 2/10: Discussions centered on confirming that the city staff are supporting (a) approval of the Palmeraie project increased height and density (b) interpreting the Scottsdale parcels as "part of the Town of Paradise Valley 100 acres and therefore qualify for the PRC upzoning" (c) and that the 20 acre parcel does NOT qualify on its own for the requested hotel height and density. The Outdoor Display Text Amendment has been continued to a date unknown. The Downtown Plan Update is still in revision and will be before the City Council in April or May. The PUD draft will be presented to the Planning Commission on Feb 10th. Conference with the team from Withey Morris PLC representing the proposed Ritz-Carlton resort complex (inside PV limits) and the adjacent Palmeraie project (within Scottsdale limits) and 3 members of the COGS Board of Directors 12/18: The Palmeraie proposed project requires a zoning text amendment from the current R4R (resort/townhouse residential) to PRC (planned regional center). Currently PRC minimum is on 25 acres... This parcel is less acreage. The current zoning caps height to 30ft...PRC is to 60 ft. The current density is approximately half allowable hotel/motel rooms per gross acre to the requested 21 rms per gross acre. The allowed dwellings are currently 7.54 per gross acre to the requested 21.78 per acre. The Palmeraie project includes resort-supportive retail and ancillary services. Buildings are one and two story along Scottsdale Road and 60 feet tall at the western edge of the Scottsdale parcels. COGS Board members asked for clarification on (a) Scottsdale Rd setback--if the project meets the requirement for a signature roadway (b) when phases would be constructed (c)what other less than 25 acre parcels in the city could also be granted the PRC criteria. (d) what infrastructure must the City provide (e) what is the SRP power source for the project. The two hour discussion and review of renderings and site plans resulted in the project manager's request to speak at the February 2009 COGS meeting. The date was confirmed. Public forum attendance by COGS Board of Directors and many members 12/13: The second public forum/Q&A among the SRP, Solis developer, six impacted neighborhood leaders and the city representatives was held at the Performing Arts theater. Residents introduced new information regarding the SRP electrical needs. No more at this time. They proposed that when additional is needed then a ONE substation unit could be placed at the proposed 68th St/Indian School site. This would eliminate the costs and invasive construction of moving the existing station at Camelback Rd/Scottsdale Rd. It would also greatly reduce the size of any substation impact at the city Gateway Entry at Indian School Road. Connie Padien, Advance Planning, told the Planning Commissioners on 12/10 that these public meetings are "informal", are "not action items" and "no minutes are taken". Conference with David Richert, applicant for General Manager 12/4: At the request of the Acting City Manager, John Little, our Chairperson, Sonnie Kirtley, met one-on-one with Mr. David Richert. He is seeking the position of General Manager. His extensive resume includes 36 years as a professional planner and manager of city programs. He has experience in city planning, code enforcement, zoning text amendments and hearing processes, multiple projects (i.e. buffer guidelines,big box ordinances, homeless shelters,overlay district for Rio Salado etc.). He lists "help to develop Affordable Housing standards" in his resume----a project lacking in Scottsdale but muchly needed. After a brief retirement from the City of Phoenix, Mr. Richert decided that he wants to contribute to Scottsdale. It is obvious that an experienced administrator could be valuable as we muddle our way through the area plans, advanced planning guidelines, and policy changes. Our COGS connections with architects, contractors, and prior employees indicated that he is a good listener. He included the public and citizen groups with a strong public outreach program. He was also described as "someone who gets things done that he says he will do". It is up to John Little to make a final decision. (update: He begins 22 December) Conference with Kira Wauwie , Advanced Planning 11/24: COGS members Darlene Petersen, Patty Badenoch,Barbara Cawthorne and Chairperson, Sonnie Kirtley met with staff to review and evaluate the proposed R1-7 SFD zoning ordinance changes. Kira provided PowerPoint graphics to show main-accessory-carport/garage placement changes proposed. Conference with Waterview/Solis developers 11/11: COGS members Jude Nau, Allan Henderson and Chairperson Sonnie Kirtley met with 3 city staff members from the Planning Department. The discussion centered on issues of the Solis project (a) not complying with the definition of step-backs on building F (b) the logistics of the relocation of Buckboard Trail and the impact poor-planning could have on the SunDial project (c) the confirmation on the allowed alley width and access (d) the failure to comply with set-back and height ordiance. The city staff disagreed with Jude and Allan on how to measure the stepback of upper floors on a building above the first 38 feet of vertical wall. Past definitions were not considered by these staff members. Southern Scottsdale Area Plan 11/12: Many COGS members attended. Darlene Peterson stated that she has repeated attendance at these Southern Scottsdale cafe-style forums. She compared the input and consultant/staff summaries from each issue discussion. There was serious concern that only five statements were represented as the "summary" of all the participants on one issue. The staff responded that they will include ALL statements/notes taken by their staff member---in the final report. Southern Scottsdale Area Plan 10/29: COGS members Darlene Peterson, Patty Badenoch, Nancy Cantor and Chair Sonnie Kirtley participated in the cafe-style discussion of 6 key Southern Scottsdale issues. Greater AirPark Plan 9/25: Chairperson, Sonnie Kirtley, participated with 9 others in the AirPark forum with the purpose of sharing opinions and concepts for the area issues of density, land use changes, height increases, and economic growth. Conference with Robin Meinhart(Downtown Group), Marilynn Atkinson (Old Town Merchant's Association), Joanne Hantley (Historic Society), Douglas Makinen (Civic Center restoration staff director) and Sonnie Kirtley (COGS chair and Downtown Ambassador trainer) 9/10: Doug Makinen chaired a meeting of downtown "stakeholders" seeking policy concepts, needs, and ideas for the renovation of the Civic Center western entry. Conference with Douglas Makinen regarding Civic Center entry renovation: COGS Chairperson, Sonnie Kirtley met privately with newly-hired Doug Makinen. Colored Photos and ideas from civic centers of other Scottsdale-caliber cities (Lake Oswego, OR and Ketchum,ID) were presented to be included in the concepts for the proposed western entry from Brown Avenue. City finances will delay the actual construction until probably 2010 but citizen input is essential now in the early stages. Concepts presented by Sonnie included (1) remove all curbs at the intersection of Brown Ave and Main Street (2) create a plaza with a city logo or medallion at the center to designate Old Town (3) create a broader brickway eastward into the civic center and eliminate steps (4) provide pedestrian-level shade and lighting (5) REMOVE THE WORD "Mall" from all Civic Center signage---this was approved in 2000 by the Downtown Task Force, again at City Council verbally in 2001, again in Town Hall and at the Kiva microphone repeatedly. All city responses are "we will get right on that"....yet, four little letters remain along with the confusion that it is a shopping mall. Conference with Waterview/Solis developer 7/21: COGS Chairperson, Sonnie Kirtley and Best Western Sundial owner, Jude Nau, met with the Waterview/Solis developers, Bill Beck and John Wanninger. Building F of the Waterview proposed hotel-retail complex currently includes a vertical 7-story wall abutting the roadway between the two projects. Randy Grant, representing Waterview, defines that wall as an interior wall and therefore not subject to setback or stepback requirements by the city planners. After considerable discussion, it was agreed that Building F will have stepbacks on the upper floors and that the developer will request this to be stipulated in the final design approval from the City. To get city approval, the SunDial project was required to stepback 25 feet from Camelback Road, take off a planned 4th story and to remove 4 guest rooms. In less than two years, Council and Commission attitudes have changed. Part of the Waterview/Solis project will be 82 feet tall at the canal and 3 and 4 stories across a residential street from one-story family homes. Downtown Plan Update/Town Hall/Focus Groups: All members of the Board of Directors have been active in every public meeting on the Downtown Plan Update. Chair Sonnie Kirtley was a selected participant in the Town Hall (approx. 200 people) as well as selected for the Final Focus Group (30 people). Our Board members participated in planning for the city's future related to infrastructure (sewers, roads, alleys, parking, maintenance, etc), new construction, reconstruction, residential impact from new projects, increased building heights, increased density areas, Scottsdale Airpark future, Motor Mile and other economic issues and the role that the public, government and private should play. Some discussions were quite dynamic and opposing views were presented by participants. Citizens complained that many of the other "public input" sessions were too structured with "games" rather than a full opportunity to be heard on issues important at the neighborhood level. The report draft will be aired on the internet for a 30 day period sometime this August. We'll alert you so that you can respond to the city staff. Commission and City Council presentations will be in the Fall 2008. Summit Meeting of major Citizen Activist Groups was hosted by COGS: April 26th was a special day---Representatives of the Community Council of Scottsdale, Scottsdale Coalition, L.I.N.K.S/Scottsdale O.N.E, Coalition of Pinnacle Peak, The Other Plan for Scottsdale, and your Coalition of Greater Scottsdale all met at COGS Chair Kirtley's home to coordinate our citizen efforts. Common concerns were discussed. Coordinated actions will result in a stronger citizen voice at Commission Hearings and at the City Council microphone. We will be meeting quarterly. Museum of the West 08-June-Chair Kirtley attended the City Council meeting where the Museum received a 7-0 approval for their plan. March- Board members for the Museum of the West (Jim Bruner, Ned O'Hearn etal) invited Chair Kirtley (COGS) and TOPS members, Darlene Petersen, Patty Badenoch and Sam West to review their renderings and to hear their plans for the new museum. Location: north of the Loloma Bus station on Marshall Way south of Main Street. Waterview Project: 08-COGS June-Chair Kirtley conferenced with Mac Cummins (city planning dept) and Jude Nau (Best Western hotel) regarding some concerns about the Waterview building design. April-Chair Sonnie Kirtley reviewed current Waterview plat plan and designs for a report to Scottsdale Terrace neighborhood. Feb-Chair Kirtley and Board Member Jim Heather attended the SRP relocation open house staged by the developer's PR team. 07-COGS Chair John Washington met briefly with Waterview partners, Mark Madkour and John Wanninger regarding the electrical substation. An on-site meeting with neighborhood leaders will be arranged.Waterview partner, John Wanninger, walked the proposed site with neighborhood leaders, Kathy Feld (Villa Monterey), Helen Cooner and Debria Smith (Scottsdale Terrace), and John Washington (COGS Chair). Westcor-- Days Inn/Coco’s/Desert Stages Project: 07 Westcor representatives requested a meeting with COPP leadership to discuss their proposed project east and north of Fashion Square Mall. John Washington, COGS Chair, was invited as a guest of COPP. Their proposed project includes a high-rise hotel. Orchid Tree 07 Scottsdale Coalition requested a meeting with City planning staff to discuss the status of the recently filed applications on Waterview and Orchid Tree. Nancy Cantor (Scottsdale Coalition Chairperson) invited John Washington (COGS Chairperson) to attend. Mac Cummins, Connie Padien and John Lusardi, Advanced Planning for the City of Scottsdale were present. Planned Unit Development: 08 May-Chair Kirtley attended a conference with 5 members of the City's Advanced Planning Team. They presented their PowerPoint draft on the PUD for downtown and illicited questions about it and the implementation process. March-Chair Kirtley attended a conference with Darlene Petersen (TOPS) and John Lusardi (city staff) regarding 10 to 12 story building sites proposed for the Downtown area using the PUD overlay. 07 COGS Chair John Washington met with John Lusardi and two staff members (Nikki and Kiera) to receive background information on the Downtown Plan Update. Starwood, Hanover: 08-Feb Representatives presented the project to the City Council meeting for approval. Board member Kirtley spoke for COGS opposing the massiveness, increased density and bland design. Just prior to the meeting John Berry, atty, showed Sonnie that they had removed 4 residential units from the design hoping for more acceptability. 07-Tom Giller (COGS member and homeowner in ADW) invited COGS Chair, John Washington, to join him in a meeting with Peter Corbett, writer for the Arizona Republic. The discussion centered on Starwood’s interest in increasing the density of its project (on the north side of the canal at 68th Street) and redistributing the density closer to Goldwater Boulevard—nearer to the ADW homes. The Hanover project to the south of them was also discussed.
